Question: I’m being bullied by the Inland Revenue!?

I work self employed.
In Jan 2008 I sent my tax form back to the Inland Revenue registered/sign delivery (still have receipt/was sent 2 days before the deadline).

Anyway, assumed all was OK until October 2008. I received a letter from the Inland Revenue apologising for the DELAY in reply and informing me that they never received my Tax Return.

I sent them a very nice letter explaining to them that I had sent my Tax Return to them/2 days before the deadline and please find enclosed a copy of the postal receipt/recorded delivery.

I then received a letter back from the Inland Revenue saying that the registered postal delivery only proves postage (suggesting….. I think, that I posted an empty envelope?).

Since received a bill for £100

This is sooooo frustrating! What would you do?
I am a mum with two very small children who occasionally when asked will do a weee bit of design work. I might earn £2 – 3000 per year.
Came for advice…..




Answer: This is the standard position which HMRC takes. There is nothing to prove that the recorded delivery letter you sent did not include some other letter or item. I would never send anything recorded to HMRC as they receive so much post that they dont actually sign for things. Always better to take items in to the nearest office and get a receipt if you are worried.
If you only earned £3000, does this mean you were not liable to tax? If so, the fine will be cancelled once they receive your completed return, so why not just do a duplicate and get the fine cancelled?
