Answer: The logic behind payroll withholding calculations is quite complex. A glance at IRS Pub 15 will plainly show that.

If you’re trying to automate that, you’ve got some heavy lifting to do with Visual Basic for Applications.

A MUCH easier way to proceed would be to go to http://www.paycheckcity.com and use their calculators and transcribe the numbers to a more or less static spreadsheet.
